Concerning himself with how government was carried on, not with what it did, Professor Chimes examines the origin and growth of those administrative organisations and methods, without which the king’s government could not have been carried on at all. Among these are the emergence and use of the royal seals, the growth of the Exchequer and the financial systems, of the Chancery, the Chamber and the Wardrobe. A multitude  of scattered contributions to the subject are studied to show the effect of different political movements on the central administration system at different periods.
